HomeMy WebLinkAbout2014-08-26 - AGENDA REPORTS - LACO PARK-OSD GRANT APPL (4)Agenda Item: 5 CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: Rick Gould DATE: August 26, 2014 SUBJECT: RESOLUTION AUTHORIZING SUBMITTAL OF A GRANT APPLICATION TO THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT DEPARTMENT: Parks, Recreation, and Community Services RECOMMENDED ACTION City Council: 1. Adopt a resolution authorizing the submittal of a grant application for the partial rehabilitation of Old Orchard Park through the Los Angeles County Regional Park and Open Space District's 2015 Competitive Excess Funds Grant Program, and 2. Adopt a Youth Employment Plan for the project. BACKGROUND Los Angeles County Supervisor Michael D. Antonovich has announced the 2015 Competitive Excess Funds Grant Program to be administered through the Regional Park and Open Space District (RPOSD). This program provides funding for parks and recreation -related improvements to cities, conservancies, and qualified nonprofit organizations in partnership with public agencies throughout the Fifth Supervisorial District on a competitive basis. A total of $5,000,000 is available with a maximum grant award of $300,000 to each eligible project. A priority is given to projects that serve at -risk youth and seniors, and applicants are strongly encouraged to demonstrate a matching funding commitment of at least 25 percent. Applicants are required to submit a Youth Employment Plan that identifies project -specific youth employment efforts. The attached resolution includes a plan which outlines the short term employment opportunities that are currently planned to complement the City's efforts. The plan currently envisions hiring a small number of young people to help with demolition of outdated irrigation equipment and other site specific improvements that have become obsolete. I 0pied:�.JAo tq-5-9 Upon approval of the resolution and Youth Employment Plan, copies will be submitted to the RPOSD, thereby completing the City's grant application. Disbursement of funds to successful applicants will occur through a grant agreement obligating the applicant to complete the project within two years. The program anticipates funding to be available in 2015. Old Orchard Park was selected by staff as the location that best satisfies the grant criteria while at the same time meets the City Council's priorities for park rehabilitation. The City's current year budget calls for a comprehensive planning and public participation process to reevaluate the park for the purpose of guiding future capital project decisions. The park was constructed in 1968 and much of the infrastructure, particularly the irrigation system, has exceeded its useful life. The grant application anticipates the removal and replacement of the irrigation system on approximately 3 acres of the 5.4 acre park as the first phase of the refurbishment of Old Orchard Park. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT Grant matching funds in the amount of $75,000 are recommended in the grant program guidelines and will be identified if the grant application is successful. ATTACHMENTS Resolution 2 RESOLUTION 14- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, APPROVING THE APPLICATION FOR GRANT FUNDS FROM THE LOS ANGELES COUNTY REGIONAL PARK AND OPEN SPACE DISTRICT FOR THE FIFTH SUPERVISORIAL DISTRICT (COMPETITIVE EXCESS FUNDS GRANT) FUNDING FOR THE FOLLOWING PROJECT: THE REFURBISHMENT OF OLD ORCHARD PARK WHEREAS, the people of the County of Los Angeles on November 3, 1992, and on November 5, 1996, enacted Los Angeles County Proposition A, Safe Neighborhood Parks, Gang Prevention, Tree -Planting, Senior and Youth Recreation, Beach and Wildlife Protection (the Propositions), which among other uses, provides funds to public agencies and nonprofit organizations in the County for the purpose of acquiring and/or development of facilities and open space for public recreation; and WHEREAS, the Propositions also created the Los Angeles County Regional Park and Open Space District (the District) to administer said funds; and WHEREAS, the District has set forth the necessary procedures governing application for grant funds under the Propositions; and WHEREAS, the District's procedures require the City of Santa Clarita to certify, by resolution, the approval of the application before submission of said application(s) to the District; and WHEREAS, said application contains assurances that the City of Santa Clarita must comply with; and WHEREAS, the City of Santa Clarita certifies, through this resolution, that the application is approved for submission to the District; and WHEREAS, the City of Santa Clarita will enter into an Agreement with the District to provide funds for acquisition and development projects; and WHEREAS, the District's procedures require the adoption of a Youth Employment Plan for development projects by the governing body of the agency. NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. Approves the filing of an application with the Los Angeles County Regional Park and Open Space District for funds for the above project; and SECTION 2. Certifies that the City of Santa Clarita understands the assurances and certification in the application form; and 3 SECTION 3. Certifies that the City of Santa Clarita has, or will have, sufficient funds to operate and maintain the project in perpetuity; and SECTION 4. Certifies that the City of Santa Clarita will sign and return, within 30 days, both copies of the project agreement sent by the District for authorizing signature; and SECTION 5. Approves the adoption of a Youth Employment Plan for the project (see attached); and SECTION 6. Appoints the City Manager, or designee, to conduct all negotiations, and to execute and submit all documents including, but not limited to, applications, agreements, amendments, payment requests and so forth, which may be necessary for the completion of the aforementioned project. SECTION 7. The City Clerk shall certify to the adoption of this Resolution. PASSED, APPROVED, AND ADOPTED this day of 2014. The project consists of the replacement of the irrigation system and renovation of the turf areas as the first phase of a multi -phase park refurbishment program. Tasks that may be performed by at -risk youth: Tasks may include but are not limited to the following: • Demolition and removal of irrigation equipment • Removal of plant material • Demolition and removal of small concrete structures, sidewalks, or equipment Estimated Cost of Youth Employment Total number of youth to be employed: 2 Estimated hours of youth employment associated with the project: 480 Estimated cost per hour: $10 Total estimated Cost of youth employment: $9,600 Method of Youth Employment Young adults ages 18-25 will be employed through the City's Job Skills Program. This program hires local at -risk young adults to work under the supervision of City staff in parks, street maintenance, or building maintenance. The program which would last for a period of up to four months, provides paid experience, work training, and the skills to build self-esteem and confidence.
