Murphy DESIGNATION OF VOTING DELEGATE FOR 2014 LEAGUE OF CALIFORNIA CITIES ANNUAL CONFERENCE City Manager's Office RECOMMENDED ACTION City Council appoint Mayor Pro Tem McLean as the voting delegate and Councilmember Kellar as the alternate voting delegate for the 2014 League of California Cities Annual Conference. BACKGROUND The League of California Cities (LCC) is an association of California city officials who work together to enhance their knowledge, exchange information, and combine resources to expand and protect local control for cities through education and advocacy to enhance the quality of life for all Californians. The LCC Annual Conference is scheduled for September 3-5, 2014, in Los Angeles. An important part of the Annual Conference is the Annual Business Meeting scheduled for Friday, September 5, at the Los Angeles Convention Center. At this meeting, the LCC membership will consider and take action on resolutions that establish LCC policy. LCC bylaws provide that each city is entitled to one vote in matters affecting municipal or LCC policy. In order to vote at the Annual Business Meeting, each City Council is asked to designate a voting delegate. Council action reflecting the designations must be provided to the LCC by August 15, 2014. This deadline will allow the LCC time to establish voting delegates and alternates' credentials prior to the conference. On May 13, 2014, the City Council reaffirmed the appointment of Mayor Pro Tem McLean as the delegate, and Councilmember Kellar as the alternate, to represent the Council at the League PC FED of California Cities Los Angeles County Division. Based Upon the existing City Council appointment list, staff recommends that for purposes of voting at the League of California Cities Annual Conference's Business Meeting on September 5, 2014, Mayor Pro Tem McLean be designated as the voting delegate and Councilmember Kellar be designated as the voting alternate. A city may appoint up to two alternate delegates, one of whom may vote in the event that the designated voting delegate is unable to serve in that capacity. Only City Council designated delegates and alternates may vote at the Business Meeting. ALTERNATIVE ACTIONS 1. Recommend another Councilmember serve as delegate. 2. Recommend another Councilmember serve as alternate. 3. Other direction as determined by the City Council. FISCAL IMPACT No additional resources, beyond those contained within the adopted City budget, are required for implementation of the recommended action.
