HomeMy WebLinkAbout2014-10-28 - AGENDA REPORTS - LOCAL APPOINTMENT VACANCY (2)Agenda Item: 12 CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: Armine Chaparyan DATE: October 28, 2014 SUBJECT: LOCAL APPOINTMENT VACANCY DEPARTMENT: Administrative Services RECOMMENDED ACTION City Council declare the vacancy for the City of Santa Clarita representative to the Greater Los Angeles Vector Control District and approve the recruitment process. BACKGROUND The City of Santa Clarita (City) received notice that Director of Public Works Robert Newman's term as Trustee of the Greater Los Angeles Vector Control District (District) Board of Trustees will expire on January 5, 2015. Mr. Newman has represented the City on this board since 2009. The District requested the City Council make its appointment/reappointment prior to January 5, 2015, as stipulated in the California State Health and Safety Code. The District is a non -enterprise, independent special district, which acts as a public health agency as a result of legislation incorporated in the California State Health and Safety Code. The District's objective is to protect the health of the public from vectors, which are considered to be any animal or insect capable of transmitting disease or that is a public health nuisance. In general, the District's governing power is vested in the Board of Trustees, which is comprised of 35 members (one for each city within the District). The regularly scheduled board meetings are held on the second Thursday of each month at 7:00 p.m. at the District's headquarters in Santa Fe Springs. The trustees receive a travel expense of $100 for attending each regularly scheduled board meeting. Sections 2022 and 2024 of the California Health and Safety Code govern the qualifications and terms of office. The minimum qualifications for the position require the person to (1) be appointed by the City Council, (2) be a resident voter of the representative city within the APPROVED District, and (3) serve a full two- or four-year term, commencing on January 5, 2015. Additionally, section 2022(d) states that persons appointed should possess the "...experience, training, and education in fields that will assist in the governance of the districts." At the December 11, 2012, City Council meeting when current Trustee Robert Newman was appointed for a two-year term, the City Council requested staff to generate an interested party list to gather names of community members interested in serving in this role. To make members of the community aware of this opportunity, a notice has been posted alongside all electronic District agenda notices on the City's Public Meeting & Hearing Notices web page, as well as the City Clerk's web page. Additionally, this appointment is listed on the City's Local Appointments List that is posted on the City's website and at all City Libraries. To date, no interested parties have contacted City staff. Section 54970 et seq. (Maddy Act) of the Government Code recognizes the value and interest of local citizenry contribution as members of advisory bodies. City Resolution 91-194 further defines the recruitment and appointment process. The recommended timeline below meets the requirements of the Maddy Act and City Council Resolution 91-194, as well as the District's request for the City Council to appoint/reappoint a member prior to January 5, 2015: Oct 28 City Council declares vacancy (regular meeting). Oct 29 - Nov 1 City Clerk publishes and posts Notice of Vacancy. Applications are available from the City Clerk's Office or the City's website. (Publish once and post in City Clerk's Office and City Libraries.) Oct 29 - Nov 21 City Clerk receives applications. Nov 21 - Dec 9 City Council reviews applications. Dec 9 City Council makes appointment (regular meeting). ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT Costs of publishing the Notice of Vacancy have been budgeted for Fiscal Year 2014-15.
