HomeMy WebLinkAbout2014-12-09 - AGENDA REPORTS - LOCAL APPOINTMENT VACANCY (2)CONSENT CALENDAR u7411n:4 SUBJECT: DEPARTMENT: Agenda Item: 8 CITY OF SANTA CLARITA AGENDA REPORT City Manager Approval: Item to be presented by: December 9, 2014 Kevin Tonoian LOCAL APPOINTMENT VACANCY NOMINATION AND APPOINTMENT Administrative Services RECOMMENDED ACTION City Council appoint Tina Szumanski as the City of Santa Clarita Representative to the Greater Los Angeles Vector Control District Board for a two-year term, commencing January 5, 2015, BACKGROUND The City of Santa Clarita (City) received notice that Director of Public Works Robert Newman's term as Trustee of the Greater Los Angeles Vector Control District (District) Board of Trustees will expire on January 5, 2015. The District requested the City Council make its appointment/ reappointment prior to January 5, 2015, as stipulated in the California State Health and Safety Code. At the regular meeting of October 28, 2014, the City Council declared a local appointment vacancy and directed the City Clerk to post and publish the Notice of Vacancy for one position on the Greater Los Angeles County Vector Control District Board of Trustees. The Notice of Vacancy was published in The Signal newspaper on November 1, 2014, and has been posted on the City's website and at Santa Clarita Libraries. Section 54970 et seq. (Maddy Act) of the Government Code requires a minimum noticing period of ten days prior to the City Council considering an appointment. In an effort to provide any resident interested in serving on the Vector Control District Board with ample time to submit an application, the City Clerk's Office provided a 21 -day filing period, which closed on November 21, 2014. As of the deadline, no applications were received. P —, A OWED PR Pursuant to Section 2024 of the California Health and Safety Code (HSC) governing the dates of term of office of members appointed to the Board of Trustees, the City Council may consider appointing a City employee to serve as Santa Clarita's representative on this board commencing at noon on January 5, 2015. Given the lack of community interest to serve on this board, staff recommends the City Council consider appointing Tina Szumanski, Assistant to the City Manager, to serve as Santa Clarita's board representative for a period of two years. Once appointed, Ms. Szumanski will serve until the expiration of her term, unless she resigns, vacates the office due to absences, or is no longer a voter and resident within the City. ALTERNATIVE ACTIONS 1. Appoint the City representative to a four-year term. 2. Other action as directed by the City Council. FISCAL IMPACT None by this action. The appointee is required to arrange their own transportation to and from the monthly general board meetings in Santa Fe Springs, and travel expenses are paid by the Greater Los Angeles County Vector Control District. ATTACHMENTS Notice of Vacancy r2— CITY OF SANTA CLARITA NOTICE OF VACANCY NOTICE IS HEREBY GIVEN that the City of Santa Clarita encourages residents to apply for a position to participate in local government as a result of an upcoming vacancy. One position is available as the City of Santa Clarita representative of the Greater Los Angeles County Vector Control District (District) Board of Trustees. The current term of office expires on January 5, 2015. The new term of office may be a 2 -year or 4 -year term starting January 5, 2015, to be determined by the City Council upon appointment at a regular City Council meeting. Applicants must be registered voters, maintain their principal residence in the City of Santa Clarita during their term of office, provide their own transportation, and be eligible to attend regularly scheduled board meetings the second Thursday of each month at 7:00 p.m. at the District's headquarters in Santa Fe Springs. The appointed trustee will serve without compensation, but does receive an in lieu travel expense of $100 for attending each regularly scheduled board meeting. Residents may obtain an application or further information from the City Clerk's Office or by calling 661-255-4391. Applications are also available on the City's website at www.santa- clarita.com/vacancv. All applicants must also submit three letters of recommendation with their application. The deadline for submitting an application and letters of recommendation to the City Clerk's Office is 5 p.m., Friday, November 21, 2014.
