City Council approve the Local Appointments List, designate all branches of the Santa Clarita
Public Library to receive a copy, and instruct the City Clerk to cause the Local Appointments
List to be posted.
BACKGROUND
Section 54970 et seq. of the Government Code, also known as "The Maddy Act," takes into
consideration a vast and largely untapped reservoir of talent which exists among the citizenry that
frequently is not aware of the opportunities for participation on local regulatory and advisory
boards and commissions. For that reason, the Maddy Act was enacted for maximum public
awareness of appointments to be made by the Governor, the City Council, or other legislative
bodies.
Government Code Section 54972 requires that, on or before December 31 of each year, the
legislative body, or City Council, must cause to be prepared a list of appointments of all ongoing
boards, commissions, and committees which are appointed by the City Council. The list must
include which terms will expire during the next calendar year, with the name of the incumbent
appointee, the date of appointment, the date the term expires, and the necessary qualifications for
the position. Section 54973 requires that the legislative bodies designate the public library with
the largest service population within the jurisdiction to receive a copy of the list.
At the regular meeting of August 26, 2014, Mayor Weste, Mayor Pro Tem McLean, and
Councilmember Acosta appointed members to positions on various boards, commissions, and
committees. Traditionally, the Local Appointments list item is brought before the City Council
' VES
in November of each year. The gap from the time the City Council makes new appointments and
the posting of the list results in outdated information being publicly posted for several months.
Therefore, in accordance with the provisions of the Maddy Act, and to make the most up-to-date
information more readily available to the public, this item is being brought before the City
Council earlier than in prior years. The goal is to bring future changes to the Local
Appointments List to the City Council meeting following the meeting where Councilmembers
make appointments. Thereby, the City Council will approve an updated list that may be publicly
posted closer to the date of the changes, rather than months later.
