HomeMy WebLinkAbout2014-10-14 - AGENDA REPORTS - LOCAL APPOINTMENTS LIST (8)Agenda Item• 7 CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: DATE: October 14, 2014 SUBJECT: LOCAL APPOINTMENTS LIST DEPARTMENT: Administrative Services RECOMMENDED ACTION Armin Chaparyan City Council approve the Local Appointments List, designate all branches of the Santa Clarita Public Library to receive a copy, and instruct the City Clerk to cause the Local Appointments List to be posted. BACKGROUND Section 54970 et seq. of the Government Code, also known as "The Maddy Act," takes into consideration a vast and largely untapped reservoir of talent which exists among the citizenry that frequently is not aware of the opportunities for participation on local regulatory and advisory boards and commissions. For that reason, the Maddy Act was enacted for maximum public awareness of appointments to be made by the Governor, the City Council, or other legislative bodies. Government Code Section 54972 requires that, on or before December 31 of each year, the legislative body, or City Council, must cause to be prepared a list of appointments of all ongoing boards, commissions, and committees which are appointed by the City Council. The list must include which terms will expire during the next calendar year, with the name of the incumbent appointee, the date of appointment, the date the term expires, and the necessary qualifications for the position. Section 54973 requires that the legislative bodies designate the public library with the largest service population within the jurisdiction to receive a copy of the list. At the regular meeting of August 26, 2014, Mayor Weste, Mayor Pro Tem McLean, and Councilmember Acosta appointed members to positions on various boards, commissions, and committees. Traditionally, the Local Appointments list item is brought before the City Council ' VES in November of each year. The gap from the time the City Council makes new appointments and the posting of the list results in outdated information being publicly posted for several months. Therefore, in accordance with the provisions of the Maddy Act, and to make the most up-to-date information more readily available to the public, this item is being brought before the City Council earlier than in prior years. The goal is to bring future changes to the Local Appointments List to the City Council meeting following the meeting where Councilmembers make appointments. Thereby, the City Council will approve an updated list that may be publicly posted closer to the date of the changes, rather than months later. ALTERNATIVE ACTIONS None. FISCAL IMPACT None. Such efforts will include the development of policies and strategies that directly lead to the implementation of the projects and programs that address critical north county transportation issues, promote economic development, and maximize transportation funding opportunities for member jurisdictions. Qualifications: The Board of the North County Transportation Coalition has 12 voting members. The cities of Lancaster, Palmdale, and Santa Clarita have three (3) representatives each: City Councilmember, City Manager or staff designee, and a representative appointed by the City Council from a business organization.
