HomeMy WebLinkAbout2014-09-09 - AGENDA REPORTS - MOWER PURCHASE PARKS DIVISION (6)Agenda Item: 2 CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR City Manager Approval: Item to be presented by: Joseph Oerum DATE: September 9, 2014 SUBJECT: AWARD MOWER PURCHASE FOR PARKS DIVISION DEPARTMENT: Purchasing RECOMMENDED ACTION City Council: Award a contract to Stotz Equipment for a John Deere 7700a Precision Cut Fairway Mower in an amount not to exceed $61,003.55. Approve this purchase using the National Joint Powers Alliance (NJPA) contract #070313 -DAC. Authorize the City Manager or designee to modify the award in the event other issues of impossibility of performance arise, subject to City Attorney approval. 2. Authorize the City Manager or designee to execute all documents, in accordance with the terms of the contract, subject to City Attorney approval. BACKGROUND As City sports programs continue to grow, bermuda turf has been used on City sports fields which is drought tolerant and stands up better to daily use. A reel mower will help to promote proper turf growing habits while reducing water demands. The use of this type of mower also provides a shorter cutting height which promotes a healthy turf. The mower will be used on numerous City Park sports fields. Currently City staff uses rotary type mowers and they are not able to provide a short mowing height without causing damage to both the turf and the equipment. Staff met with several vendors and received demonstrations which included the ability for staff to test drive the mowers. Also, City vehicle maintenance mechanics were present for the APPROVE1 / demonstration and were consulted. City mechanics are familiar with the manufacturers which were represented during these demonstrations. After the demonstrations were completed, staff determined that John Deere 7700a Precision Cut Mower was the preferred mower and would meet the needs of the parks maintenance division. The mower is designed to cut a 100" width of turf in one pass at a height as low as inch, and is a tier 4 emission mower which meets current emission standards. On July 11, 1995, the City Council approved the use of "piggyback" purchasing. This process permits the City to place orders against a competitively awarded, existing public agency contract. The National Joint Powers Alliance (NJPA) contract #070313 -DAC was competitively solicited and awarded on September 11, 2013, allowing the City of Santa Clarita to take advantage of an existing process. Using the NJPA cooperative agreement, the list price for the John Deere 7700a Precision Cut Fairway Mower was $71,752.00, and after the 22% NJPA discount ($15,785.44), the sales price, with tax, comes to $61,003.55. On June 26, 2014, Council approved funds for replacement mowers in the Fiscal Year 2014-2015 budget. ALTERNATIVE ACTIONS Other actions as determined by the City Council. FISCAL IMPACT Adequate funds are available in Parks Admin expenditure account 15200-5201.002, LMD Circle J expenditure account 12550-5201.002, LMD Bridgeport expenditure account 12539-5201.002, LMD Creekside expenditure account 12529-5201.002, and LMD Valencia Glen expenditure account 12505-5201.002. 0
