SUBJECT: RESOLUTION AUTHORIZING THE INSTALLATION OF
MULTIWAY STOP CONTROLS FOR THE INTERSECTION OF
CENTURION WAY AND HYSSOP LANE

RECOMMENDED ACTION
City Council adopt a resolution authorizing the installation of multiway stop controls for the
intersection of Centurion Way and Hyssop Lane.
BACKGROUND
The City of Santa Clarita (City) received a letter from a student at Saugus High School
requesting the City install multiway stop controls at the intersection of Centurion Way and
Hyssop Lane.
The intersection of Centurion Way and Hyssop Lane is a three-legged intersection located in
front of Saugus High School within a residential neighborhood. The intersection is controlled by
a single stop sign on Hyssop Lane. Centurion Way runs north/south while Hyssop Lane runs
east/west terminating at Centurion Way. Saugus High School generates a high volume of
vehicular and pedestrian traffic during morning arrivals and afternoon dismissal, resulting in
vehicle/pedestrian congestion and conflicts at the intersection.
City staff conducted an analysis to determine if multiway stop controls are warranted at the
intersection of Centurion Way and Hyssop Lane. The analysis included, but was not limited to,
evaluation of vehicular and pedestrian volumes, review of collision history, and site observations
at the intersection. The analysis determined the minimum volume warrants were met; therefore,
multiway stop controls are recommended at the intersection. A multiway stop will reduce
pedestrian and vehicle conflicts and improve safety for pedestrians. In addition, it will provide
gaps for vehicles entering the intersection and improve circulation.

Staff discussed the multiway stop controls with the William S. Hart School District and the
adjacent property owners, who have indicated their support for the improvements. Saugus High
School administration has committed to developing a program to educate their students on proper
pedestrian crossing etiquette to reduce the existing traffic delays in front of the school and to
minimize any additional traffic delays from this proposed multiway stop. The school district
requested the work be completed during winter break to reduce disturbance of their operations.
Staff will work with the school to notify students and their parents of the changes.

Other action as determined by the City Council.
FISCAL IMPACT
The installation of the multiway stop controls (signage and crosswalk marking upgrades) are
estimated to cost $3,000. Adequate funds are available in Street Maintenance Expenditure
Account 14504-5141.008.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA, CALIFORNIA, AUTHORIZING THE INSTALLATION OF
MULTIWAY STOP CONTROLS FOR THE INTERSECTION OF CENTURION WAY AND
HYSSOP LANE
WHEREAS, Section 21354 of the California Vehicle Code allows local authorities to
designate any intersection under their exclusive jurisdiction as a stop -controlled intersection; and
WHEREAS, traffic operations at the intersection of Centurion Way and Hyssop Lane
will benefit from the installation of multiway stop controls.
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby
resolve as follows:
SECTION 1. That the intersection of Centurion Way and Hyssop Lane be designated
as a multiway stop -controlled intersection. Traffic on both Centurion Way and Hyssop Lane shall
be required to stop before entering the intersection.
SECTION 2. That the stop designations, as provided herein, shall apply when
appropriate signs and pavement markings, giving adequate notice hereof, have been placed as
described in Section 1.
SECTION 3. That staff shall install all the necessary signs and pavement markings to
effect this resolution.
SECTION 4. The City Clerk shall certify to the adoption of this resolution.
