NO -STOPPING ZONES ON MAY WAY NEAR LA MESA
JUNIOR HIGH SCHOOL

City Council approve a resolution authorizing the establishment of no -stopping zones on May
Way.
BACKGROUND
City staff and La Mesa Junior High School administration received several complaints from
surrounding residents and parents of students regarding traffic congestion and safety on May
Way in front of the school. Staff met with representatives of the school and William S. Hart
Union High School District to review the traffic operations around the school during student
drop-off and pick-up times. During the observations, it was noted vehicles were stopping at the
curb along both sides of May Way, causing a large number of students to cross the roadway and
create traffic congestion. The City, school district, and school administration determined the
traffic congestion could be improved through increasing the efficiency of the on -campus valet
program, bringing student drop off and pick up on -campus and out of the surrounding
neighborhood.
The school administration has committed to providing staff and student volunteers to their valet
program to improve the efficiency of their on -campus operations. The school district has
committed to working with the City to widen the school's driveway to improve access in and out
of the parking lot. City staff is proposing striping modifications on May Way, which will further
enhance traffic operations at the driveway and reduce back ups and delays in the valet line.

City staff has been working with the school administration to conduct a trial period of the
proposed modifications. The school has been providing faculty and student volunteers to improve
the efficiency of the on -campus valet and contacting the students' households to encourage use of
the valet. City staff has been providing traffic controls to simulate the proposed striping. Both
City staff and school administration have been pleased with the results of the trial. The number of
vehicles dropping off and picking up students at the on -campus valet has significantly increased,
and the number of vehicles stopping on the surrounding streets has significantly decreased.
Additionally, the number of students crossing May Way has significantly decreased. Overall,
during this trial period, these improvements have significantly reduced congestion and improved
safety for students going to and from school.
The proposed striping modifications will relocate the striped centerline on May Way and provide
efficient dedicated lanes for traffic turning in and out of the school's driveway. It is necessary to
establish no -stopping -anytime zones along both sides of May Way through the limits of the
striping modifications. Also, this will reduce the amount of vehicles dropping off and picking up
students on May Way, instead the drop-off/pick-up zones will be moved to the school parking
lot. Staff recommends establishing no stopping during pick-up and drop-off times on May Way
between Monarch Ridge Drive and Citylight Court. The attached diagram (Attachment "A")
illustrates the proposed modifications and the limits of the proposed no -stopping zones.
City staff hosted a public meeting on Thursday, November 20, 2014, to provide information to
residents, which were identified by City staff and the president of Tract 48108 Homeowners
Association as those who may be impacted by the establishment of the no -stopping zones. Staff
from the City, La Mesa Junior High School, William S. Hart Union High School District, and
Los Angeles County Sheriffs Department were available at the meeting to answer residents'
questions. City staff will provide an update at the City Council meeting of any concerns
expressed at the public meeting.

FISCAL IMPACT
The signing and striping modifications are estimated to cost approximately $5,000. Adequate
funds are available in Street Maintenance Expenditure Account 14504-5141.008.

RESOLUTION 14-
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF SANTA CLARITA, CALIFORNIA, ESTABLISHING NO -STOPPING ZONES ON
MAY WAY NEAR LA MESA JUNIOR HIGH SCHOOL
WHEREAS, Section 22507 of the California Vehicle Code of the State of California
provides for local authorities to prohibit stopping, standing, or parking of vehicles on certain
streets or highways or portions thereof during certain or all hours of the day; and
WHEREAS, City, Los Angeles County Sheriff s Department, La Mesa Junior High
School, and William S. Hart School District staff have worked together to develop a traffic
circulation plan to minimize traffic delays and improve student safety near the school; and
WHEREAS, the implementation of the traffic circulation plan requires the
establishment of no -stopping zones; and
WHEREAS, it is consistent with normal traffic engineering practices to establish
no -stopping zones on May Way for improved traffic circulation near La Mesa Junior High
School.
NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby
resolve as follows:
SECTION 1. That a no -stopping -anytime zone shall be established along the east side
of May Way beginning at a point 205 feet north of Citylight Court, thence northerly for a
distance of 140 feet.
SECTION 2. That a no -stopping -anytime zone shall be established along the east side
of May Way beginning at a point 455 feet south of Monarch Ridge Drive, thence southerly for a
distance of 200 feet.
SECTION 3. That a no stopping between 7:00 a.m and 9:00 a.m. and 2:00 p.m. and
4:00 p.m., school days only, shall be established along the east side of May Way beginning at
Citylight Court, thence northerly for a distance of 205 feet.
SECTION 4. That no stopping between 7:00 a.m. and 9:00 a.m. and 2:00 pm. and
4:00 p.m., school days only, shall be established along the east side of May Way beginning at
Monarch Ridge Drive, thence southerly for a distance of 455 feet.
SECTION 5. That no stopping between 7:00 a.m. and 9:00 a.m. and 2:00 p.m. and
4:00 p.m., school days only, shall be established along the west side of May Way beginning at
Citylight Court, thence northerly for a distance of 200 feet.
SECTION 6. That a no -stopping -anytime zone shall be established along the west
side of May Way beginning at a point 200 feet north of Citylight Court, thence northerly for a
distance of 155 feet.
SECTION 7. That establishment of the no -stopping zones shall apply when
appropriate signs and/or markings giving adequate notice thereof have been placed as described
in Sections 1 through 6.
SECTION 8. That staff shall install the necessary signs and/or markings to effect this
resolution.
SECTION 9. The City Clerk shall certify to the adoption of this Resolution.

Dear City Manager Striplin,
I want to personally thank you for the City of Santa Clarita's partnership in improving the drop off and
pick up at La Mesa Junior High School. Richard Varner, Hart District Director of Transportation and 1 are
asking for your continued support and assistance by allowing the signs and traffic barriers to remain
during the week days on May Way. They would remain until approval and subsequent permanent
striping could be accomplished.
The traffic pattern has been tested for the past week and a half with great success. As we now move
into the approval process we do not want to lose the momentum that has begun by taking down the
traffic cones and signs and reverting back to the old pattern.
I am very grateful for the work of Andrew Yi and his team in designing a vastly improved traffic pattern
to assist us with both congestion and safety at the school.
