RECOMMENDED ACTION

1. Approve the purchase of one heavy-duty compressed natural gas (CNG) water truck from
Southbay Truck Center in an amount not to exceed $188,242.60.
2. Appropriate $33,377.60 from the Vehicle Replacement (722) fund balance to
Vehicle/Equipment Replacement expenditure account 12103-5201.003.
3. Authorize the City Manager or designee to execute all documents, subject to City Attorney
final document approval, contingent upon the appropriation of funds by the City Council in the
annual budget for such fiscal year.
BACKGROUND
Urban Forestry's water truck was approved for replacement during the 2013-2014 budget process.
The truck is over 12 years old and has 83,250 miles. Mileage alone does not reflect the amount of
wear and tear as the truck moves at slow speeds or idles often during operation. The cost to
replace the truck was estimated at $150,000.
On April 30, 2014, a bid for one heavy-duty CNG water truck was published on the City's
Purchasing site, Planet Bids "Online."

Three hundred and forty vendors were identified and notified from the Planet Bids database.
Eighteen vendors downloaded the bid documents, and two vendors submitted bid responses. The
bids were opened electronically on May 30, 2014, at 11:00 a.m. The results of the bids are listed
below:

Staff believes the cost for a CNG vehicle, closed circuit television (CCTV), and safety lights
contributed to bids coming in higher than estimated.
South Coast Air Quality Management District requires any public fleet operating more than 15
heavy-duty vehicles to purchase alternative fuel powered (gasoline, CNG, LNG, propane, or fuel
cell) vehicles. With gasoline unavailable, CNG was the only viable option for replacement.
CNG increased the overall gross weight of the vehicle from 33,000 lbs. to 37,000 lbs. CNG also
increased the cost by approximately $40,000.
CNG fueling systems require larger chassis. Because of the larger chassis, the driver can no
longer see the rear watering arm as it lowers to water trees. A camera system had to be included
to facilitate operating the watering arm. The CCTV system increased the cost by approximately
$2,500.
Construction specifications included additional safety lights because this type of vehicle moves
slowly in traffic lanes. Additional safety lighting increased the cost by approximately $2,000.
After thorough review of the bid submittals, Southbay Truck Center was found to have the
lowest responsive bid. Therefore, staff recommends City Council award the purchase of the
heavy-duty CNG water truck to Southbay Truck Center.

FISCAL IMPACT
Budget of $154,865 is available in Account 12103-5201.003. The request of additional
appropriation of $33,377.60 from the Vehicle Replacement (722) fund balance to
Vehicle/Equipment Replacement expenditure account 12103-5201.003 is needed to
fully fund this purchase.
