Adopt a resolution establishing a 50 -mile -per -hour speed limit for northbound traffic on Copper Hill Drive, between Decoro Drive and the City/County limit 50 feet north of Copperstone Drive, as indicated in the Engineering and Traffic Survey (Study). 2. Direct staff to distribute certified copies of the Study to the Los Angeles County Sheriffs Department and Courts. 3. Direct staff to implement the necessary signage changes brought about by the provisions of this Study. 4. Request the Sheriffs Department continue radar speed enforcement on City streets and highways covered by this Study once the signing changes are made. BACKGROUND Staff received a request to review the existing 55 -mile -per -hour speed limit on Copper Hill Drive, between Decoro Drive and Copperstone Drive, to see if it could be reduced to 50 miles per hour, making it consistent with the section between Newhall Ranch Road and Decoro Drive. An engineering and traffic survey (Study) was completed, as defined in Section 627 of the California Vehicle Code (CVC). The Study was completed in accordance with the provisions of the CVC and as recommended by the California Department of Transportation Manual on , �. Uniform Traffic Control Devices. Once adopted, the Study will establish 50 miles per hour as the safe and reasonable prima facie speed limit on this section of Copper Hill Drive. This section of roadway had not been previously studied, as it was part of a recent annexation. California cities, counties, and other state agencies must establish speed limits on the basis of an engineering and traffic survey pursuant to the CVC to allow patrol officers to enforce speed limits through the use of radar or laser. A speed limit which is not based on a properly performed survey cannot be enforced by radar or laser, and patrol officers must rely on less effective alternatives, such as pacing after speeding offenders. The Sheriffs Department has reviewed the recommendation of this Study and supports its findings. Since the City/County limit line runs down the centerline of this section of Copper Hill Drive, City staff has consulted with the County Traffic Engineering Division. County staff supports the modification and is currently scheduled to bring an agenda item to the Board of Supervisors for establishment of the same speed limit for southtbound traffic on Copper Hill Drive in November. ALTERNATIVE ACTIONS Other alternatives as determined by the City Council. FISCAL IMPACT The estimated cost for the installation or minor adjustments to existing signs is estimated at $500. Adequate funds are available in Street Maintenance Expenditure Account 14504-5141.008. ATTACHMENTS Vicinity Map Engineering and Traffic Survey Resolution 2 RESOLUTION 14- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARrfA, CALIFORNIA, WHEREAS, California Vehicle Code Sections 22357 and 22358 permit a local authority, on the basis of an engineering and traffic survey, to establish prima facie speed limits on highways within their jurisdiction; and WHEREAS, California Vehicle Code Section 40802 requires speed limits be justified by an engineering and traffic survey every seven years to use radar or laser for enforcement; and WHEREAS, the effective and efficient use of radar and laser for traffic speed enforcement can enhance safety within the City. NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. That the prima facie speed limit for northbound traffic on Copper Hill Drive, between Decoro Drive and the City/County limit line fifty (50) feet north of Copperstone Drive, shall be fifty (50) miles per hour. SECTION 2. That staff shall distribute certified copies of the Engineering and Traffic Survey (Study) to the Los Angeles County Sheriffs Department and Courts. SECTION 3. That staff shall provide for the necessary signage changes to implement the provisions of the Study. SECTION 4. That the Sheriffs Department will conduct appropriate enforcement of the prima facie speed limit established by this resolution. SECTION 5.
