Murphy RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, ESTABLISHING SUPPORT FOR PROPOSITION 13 AS IT RELATES TO RESIDENTIAL PROPERTIES City Manager's Office RECOMMENDED ACTION City Council adopt a resolution in support of Proposition 13 as it relates to residential properties. BACKGROUND At the May 13, 2014, City Council meeting, the City Council expressed interest in considering the adoption of a resolution in support of Proposition 13 as it relates to residential properties. The City Council requested that an item be agendized for a future City Council meeting for a resolution to be considered in anticipation of legislative attempts at the State level to modify the way Proposition 13 applies to homeowners. At the request of the City Council, staff has drafted a resolution that is consistent with the preferences outlined during the May 13, 2014, City Council meeting. The City Council Legislative Subcommittee met on June 16, 2014, and recommends that the City Council adopt a resolution to affirm support for Proposition 13, as it relates to residential properties. ALTERNATIVE ACTIONS 1. Not adopt a resolution related to Proposition 13 as it relates to residential properties 2. Refer the resolution back to the Legislative Subcommittee 3. Other action as determined by the City Council Adopted: o3;n .Iy-S(�) FISCAL IMPACT No additional resources, beyond those contained within the adopted FY 14/15 City budget, are required for implementation of the recommended action. ATTACHMENTS Resolution RESOLUTION 14- A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, ESTABLISHING SUPPORT FOR PROPOSITION 13 AS IT RELATES TO RESIDENTIAL PROPERTIES WHEREAS, on June 6, 1978, Proposition 13, officially titled the "People's Initiative to Limit Property Taxation," and popularly known as the "Jarvis -Gann Initiative," was approved by California voters, reducing property tax rates on homes, businesses and farms, and capping the rate of increase in the future; and WHEREAS, prior to the adoption of Proposition 13, California's inflation had sent property tax bills in California increasing to a rate that many families were forced to sell their homes due to an inability to pay their property taxes; and WHEREAS, with the passage of Proposition 13, taxpayers, for the first time, were provided a measure of certainty with respect to their property taxes; and WHEREAS, following the passage of Proposition 13, the average homeowner has saved tens of thousands of dollars in property tax payments; and WHEREAS, following the passage of Proposition 13, renters also benefitted as the reduction in taxes reduced upward pressure on rents; and WHEREAS, since the passage of Proposition 13, proposed alternatives to Proposition 13 would have had a variety of unwelcome impacts, including significant tax increases for low-income and elderly homeowners. NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. The City Council of the City of Santa Clarita, in recognition of the positive impact Proposition 13 has had on the State of California, affirms our support for the configuration of Proposition 13 as it relates to residential properties and the benefit that it provides to individual homeowners, renters, local governments and to the state's overall economy. SECTION 2. The City Clerk shall certify to the adoption of this Resolution. 3 PASSED, APPROVED, AND ADOPTED this 8th day of July, 2014.
