BACKGROUND The Santa Clarita Valley Sanitation District (District), formerly known as County Sanitation District Nos. 26 and 32, provides wastewater treatment services within the District's service area. To provide wastewater treatment service to properties located outside the District's service area, the boundary must be expanded through the annexation process. As part of this process, a tax -sharing resolution to provide the required funding to the District is adopted by the public agency responsible for providing services to the subject property. Local agencies receiving an apportionment of the property tax from the annexing area, including cities and utility districts, must determine the percentage of tax revenues to be exchanged between the affected agencies. Listed below are the annual tax increment percentages attributable to the land area involved in the corresponding annexation and to be transferred to the Santa Clarita Valley Sanitation District: 1.0322895 for Annexation No. 1073 0.9896400 for Annexation No. 1075 0.9891364 for Annexation No. 1076 For this total, the City of Santa Clarita (City) is contributing the following percentage of its revenues from the annual tax increment for this annexation area: i+ (C a, )L4 -Ot I�� • 0.001030514 for Annexation No. 1073 • 0.001030514 for Annexation No. 1075 • 0.001030514 for Annexation No. 1076 There is a separate tax -sharing resolution for Santa Clarita Public Library for each annexation. The following is the percentage of the annual tax increment attributable to the land area involved in each annexation and the percentage of revenues from the annual tax increment for each annexation area: Annexation No. 1073: • 1.0322895 and 0.000409067 for Santa Clarita Public Library Annexation No. 1075: • 0.9896400 and 0.000394342 for Santa Clarita Public Library Annexation No. 1076: • 0.9891364 and 0.000392534 for Santa Clarita Public Library The annexation consists of the following (see attached resolutions with corresponding maps): • Annexation No. 1073 - Five Knolls (previously Keystone) development, includes 119 single-family residences, 380 detached condominium units, a public park, a YMCA, and the extension of Golden Valley Road from Newhall Ranch Road to Los Angeles County. The proposed development is located just north of Golden Valley Road and the Newhall Ranch Road intersection. • Annexation No. 1075 - An existing single-family home located at 15901 Live Oak Springs Canyon Road. • Annexation No. 1076 - An existing single-family home located at 28015 Bakerton Avenue, along with a portion of 18801 Darter Drive. ALTERNATIVE ACTIONS Other action as determined by the City Council. FISCAL IMPACT As proposed, the annexations to Santa Clarita Valley Sanitation District should result in no adverse fiscal impact to the City. "ANNEXATION NO. 1073" WHEREAS, pursuant to Section 99 and 99.01 of the Revenue and Taxation Code, prior to the effective date of any jurisdictional change which will result in a special district providing a new service, the governing bodies of all local agencies that receive an apportionment of the property tax from the area must determine the amount of property tax revenues from the annual tax increment to be exchanged between the affected agencies and approve and accept the negotiated exchange of property tax revenues by resolution; and WHEREAS, the governing bodies of the agencies signatory hereto have made determinations of the amount of property tax revenues from the annual tax increments to be exchanged as a result of the annexation to Santa Clarita Valley Sanitation District entitled Annexation No. 1073; NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: 1, The negotiated exchange of property tax revenues resulting from the annexation of territory to Santa Clarita Valley Sanitation District in the annexation entitled Annexation No. 1073 is approved and accepted. 2. For each fiscal year commencing on and after July 1, 2013 or after the effective date of this jurisdictional change, whichever is later, the County Auditor shall transfer to Santa Clarita Valley Sanitation District a total of 1.0322895 percent of the annual tax increment attributable to the land area encompassed within Annexation No. 1073 as shown on the attached Worksheet. 3. No additional transfer of property tax revenues shall be made from any other tax agencies to Santa Clarita Valley Sanitation District as a result of annexation entitled Annexation No. 1073. 3 4. No transfer of property tax increments from properties within a community redevelopment project, which are legally committed to a Community Redevelopment Agency, shall be made during the period that such tax increment is legally committed for repayment of the redevelopment project costs. 5. If at any time after the effective date of this resolution, the calculations used herein to determine initial property tax transfers or the data used to perform those calculations are found to be incorrect thus producing an improper or inaccurate property tax transfer, the property tax transfer shall be recalculated and the corrected transfer shall be implemented for the next fiscal year, and any amounts of property tax received in excess of that which is proper shall be refunded to the appropriate agency. "ANNEXATION NO. 1075" WHEREAS, pursuant to Section 99 and 99.01 of the Revenue and Taxation Code, prior to the effective date of any jurisdictional change which will result in a special district providing a new service, the governing bodies of all local agencies that receive an apportionment of the property tax from the area must determine the amount of property tax revenues from the annual tax increment to be exchanged between the affected agencies and approve and accept the negotiated exchange of property tax revenues by resolution; and WHEREAS, the governing bodies of the agencies signatory hereto have made determinations of the amount of property tax revenues from the annual tax increments to be exchanged as a result of the annexation to Santa Clarita Valley Sanitation District entitled Annexation No. 1075; NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: 1. The negotiated exchange of property tax revenues resulting from the annexation of territory to Santa Clarita Valley Sanitation District in the annexation entitled Annexation No. 1075 is approved and accepted. 2. For each fiscal year commencing on and after July 1, 2013 or after the effective date of this jurisdictional change, whichever is later, the County Auditor shall transfer to Santa Clarita Valley Sanitation District a total of 0.9896400 percent of the annual tax increment attributable to the land area encompassed within Annexation No. 1075 as shown on the attached Worksheet. 3. No additional transfer of property tax revenues shall be made from any other tax agencies to Santa Clarita Valley Sanitation District as a result of annexation entitled Annexation No. 1075. I� 4. No transfer of property tax increments from properties within a community redevelopment project, which are legally committed to a Community Redevelopment Agency, shall be made during the period that such tax increment is legally committed for repayment of the redevelopment project costs. 5. If at any time after the effective date of this resolution, the calculations used herein to determine initial property tax transfers or the data used to perform those calculations are found to be incorrect thus producing an improper or inaccurate property tax transfer, the property tax transfer shall be recalculated and the corrected transfer shall be implemented for the next fiscal year, and any amounts of property tax received in excess of that which is proper shall be refunded to the appropriate agency. "ANNEXATION NO. 1076" WHEREAS, pursuant to Section 99 and 99.01 of the Revenue and Taxation Code, prior to the effective date of any jurisdictional change which will result in a special district providing a new service, the governing bodies of all local agencies that receive an apportionment of the property tax from the area must determine the amount of property tax revenues from the annual tax increment to be exchanged between the affected agencies and approve and accept the negotiated exchange of property tax revenues by resolution; and WHEREAS, the governing bodies of the agencies signatory hereto have made determinations of the amount of property tax revenues from the annual tax increments to be exchanged as a result of the annexation to Santa Clarita Valley Sanitation District entitled Annexation No. 1076; NOW, THEREFORE, BE IT RESOLVED AS FOLLOWS: 1. The negotiated exchange of property tax revenues resulting from the annexation of territory to Santa Clarita Valley Sanitation District in the annexation entitled Annexation No. 1076 is approved and accepted. 2. For each fiscal year commencing on and after July 1, 2013, or after the effective date of this jurisdictional change, whichever is later, the County Auditor shall transfer to Santa Clarita Valley Sanitation District a total of 0.9891364 percent of the annual tax increment attributable to the land area encompassed within Annexation No. 1076 as shown on the attached Worksheet. 3. No additional transfer of property tax revenues shall be made from any other tax agencies to Santa Clarita Valley Sanitation District as a result of annexation entitled Annexation No. 1076. 4. No transfer of property tax increments from properties within a community redevelopment project, which are legally committed to a Community Redevelopment Agency, shall be made during the period that such tax increment is legally committed for repayment of the redevelopment project costs. 5. If at any time after the effective date of this resolution, the calculations used herein to determine initial property tax transfers or the data used to perform those calculations are found to be incorrect thus producing an improper or inaccurate property tax transfer, the property tax transfer shall be recalculated and the corrected transfer shall be implemented for the next fiscal year, and any amounts of property tax received in excess of that which is proper shall be refunded to the appropriate agency.
