HomeMy WebLinkAbout2015-07-14 - AGENDA REPORTS - 2015 LEAGUE OF CA CITIES (2)Agenda Item: 4 CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL: DATE: July 14, 2015 SUBJECT: DESIGNATION OF VOTING DELEGATE FOR 2015 LEAGUE OF CALIFORNIA CITIES ANNUAL CONFERENCE DEPARTMENT: City Manager's Office PRESENTER: Michael Murphy RECOMMENDED ACTION City Council appoint Mayor McLean as the voting delegate and Council Member Acosta as the alternate voting delegate for the 2015 League of California Cities Annual Conference. BACKGROUND The League of California Cities (LCC) is an association of California city officials who work together to enhance their knowledge, exchange information, and combine resources to expand and protect local control for cities through education and advocacy to enhance the quality of life for all Californians. The LCC Annual Conference is scheduled for September 30 - October 2, 2015, in San Jose, California. An important part of the Annual Conference is the Annual Business Meeting scheduled for Friday, October 2, at the San Jose Convention Center. At this meeting, the LCC membership will consider and take action on resolutions that establish LCC policy. LCC bylaws provide that each member city is entitled.to one vote in matters affecting municipal or LCC policy. In order to vote at the Annual Business Meeting, each City COUnci I is asked to designate a voting delegate. Council action reflecting the designations must be provided to the LCC by September] 8, 2015. This deadline will allow the LCC time to establish voting delegates and alternates' credentials prior to the conference. On January 27, 2015� the City Council reaffirmed the appointment of Mayor McLean, as the delegate, and Council Member Acosta, as the alternate, to represent the Council at the League of California Cities Los Angeles County Division. Based upon the existing City Council appointment list, staff recommends that for purposes of voting at the League of California Cities Annual Conference's Business Meeting on October 2, 2015, Mayor McLean be designated as the APPROYED Page I Packet Pg. 26 voting delegate and Council Member Acosta be designated as the voting alternate. A city may appoint up to two alternate delegates, one of whom may vote in the event that the designated voting delegate is unable to serve in that capacity. Only City Council designated delegates and alternates may vote at the Business Meeting. ALTERNATIVE ACTION I . Recommend another Councilmember serve as delegate. 2. Recommend another Councilmernber serve as alternate. 3. Other direction as determined by the City Council. FISCAL IMPACT No additional resources, beyond those contained within the FY 15/16 budget, are required to implement the recommended action. Page 2 Packet Pg. 2T]
