Approve the purchase of approximately 13,879 square feet of real property, a portion of 28110 Sand Canyon Road, Assessor's Parcel No. 2840-005-052, for future infrastructure and right-of-way, at a total cost of $67,000, which includes the property purchase price of $55,500, and $11,500 for escrow, title, surveying fees and due diligence costs. Appropriate $67,000 from General Fund Contingency Account 19300-5401.001 (Fund 100) to Expenditure Account 19000-5201.004. 3. Authorize the City Manager, or designee, to execute all documents, subject to City Attorney approval. BACKGROUND In April 2015, the City was contacted by the property owner, Anthony Marie, who expressed support of the City's recent acquisition of the adjacent property located at the southwest corner of Sand Canyon Road and Lost Canyon Road. Mr. Marie's property at 28110 Sand Canyon Road is bisected by Sand Canyon Road, and he has offered to sell the portion of the property that lies west of Sand Canyon Road, approximately 13,879 square feet, to the City, to further facilitate trail connections and infrastructure improvements along Sand Canyon Road. Acquisition of this property will enhance the City's on-going efforts to increase the multi -use trail along Sand Canyon Road. If purchased, the property will provide additional street right-of- way and an opportunity for a future trail head with connections to the City's existing open space Pa APPIOVED Packet Pg.36 and adjacent trails located north and south of the subject property. As the development of the proposed roundabout at the subject intersection moves forward, ownership of this parcel will allow for much greater flexibility in final design of the improvement. Along with the design flexibility, the land will also provide room for ample construction staging, speeding up the progress of the contractor and minimizing inconvenience to the neighbors and the driving public. Advancing the trail network through this intersection will also improve pedestrian safety and access to nearby Sulphur Springs Elementary School and Pinecrest School. Furthermore, the site may provide space for a monument sign or other gateway feature into Sand Canyon, in conjunction with existing beautification efforts. The total estimated acquisition costs associated with the purchase of this property is $67,000. This includes $55,500 for the purchase price of the property and $1 1,500 for escrow, title, surveying fees, and due diligence costs. It has been reviewed pursuant to the California Environmental Quality Act (CEQA) and the acquisition is exempt under CEQA guidelines Section 15061 (b) (3), as a transfer of ownership will not change the current use or create any immediate impacts. Any subsequent or proposed changes in the use or condition of the property will be subject to CEQA. ALTERNATIVE ACTION 1. Direct staff to cease the purchase of the property 2. Other action as determined by the City Council. FISCAL IMPACT Upon approval of the requested appropriations there will be sufficient funds available for the acquisition of approximately 13,879 square feet of real property located at 28110 Sand Canyon Road, Santa Clarita, Parcel No. 2840-005-052 (Portion), which includes the property purchase price of $55,500 and $11,500 for escrow, title, surveying fees and due diligence costs.
