RECOMMENDED ACTION
City Council and Arts Commission receive and comment.
BACKGROUND
During the Fiscal Year 2014-15 budget adoption, the City Council approved funding for the
development ofan Arts Master Plan. The Arts Master Plan will address five distinct areas: Public
Art, Arts Funding. the Newhall Arts District, Arts Facilities. and the Creative Economy. The Arts
Master Plan will build on a two -phased Cultural Arts Master Plan adopted in 1997 and 1999, as well
as other documents created under the guidance ofthe City of Santa Clarita Arts Commission since
their founding in December 2009.
Since the award of the contract to the Cultural Planning Group (CPG) in September 2014, the
consultants have completed background research and become more familiar with the arts, Cultural,
and COMMUnal landscape ofSama Claiiia, and began initial community engagement efforts. During
a site visit in January 2015, the consultants had individual meetings with the City Council, the City's
Executive ']'earn, conducted a study session with the Arts Commission, held their first meeting with
the Stakeholder Committee, and toured various City sites.
During the consultant's second site visit, scheduled for April 6 — 8, 2015, CPG will build upon initial
engagement efforts. This includes ajoint study session ofthe City Council and Arts Commission, an
Arts and Entertainment Summit, focus groups, and individual stakeholder interviews.
For the joint study session, CPG will make a presentation and facilitate a discussion between the City
Council and Arts Commission on three elements:
1. Arts and Culture Visioning — an interactive discussion that will explore the similarities
between the two bodies and where there may be differences.
2. Respective Roles of the City Council and the Arts Commission —a discussion on maximizing -
the roles of the City Council and Arts Commission on working together to achieve City goals.

3. Public Art — a review ofthe public art discipline, industry best practices, and the respective
roles of the City Council and Arts'Commission to the City's public art program.
The Arts and Entertainment Summit will take place on Monday, April 6. at 6:30 p,rn. at the Santa
Clarita Sports Complex Activities Center. The summit will include a number of breakout sessions
where attendees can weigh in on specific topics. Examples of the topics include public art, the
Newhall Arts District, arts facilities and education, lifelong learning in the arts, public and private
arts funding, celebrating Santa Clarita's western heritage through art, arts Programs for kids and
families, and ails and entertainment options for adults and millenrials.
CPG will also facilitate several focus groups including local realtors, developers, artists, nonprofit
arts groups, funders, business owners, nonprofit social services, educators, religious leaders, and
cultural leaders. In addition, staff is coordinating individual meetings for the consultant to meet with
Steven Lavine (President, Cal Arts), Dianne Van I -look (Chancellor, College ofthe Canyons), and
Stephanie O'Connor (Author, Creative Economy Report — Imagining Santa Clarita 2037: Tile Next
25 Years). Finally, an arts and entertainment survey was released on Monday, March 9, and will
close on Monday, April 13. .
Upon completion of the multi -faceted community engagement efforts, the consultant will analyze
research findings and integrate community feedback to draft the plan. The draft plan will represent a
community -wide consensus on a vision and goals for cultural development in Santa Clarita. Staff
anticipates receiving the first draft of the plan by late May or early June. A draft plan will be
available for the public. Stakeholder Committee, and the Arts Commission to provide comments and
feedback. Based on the feedback and commentary received, the consultant will revise the plan and
share with the Stakeholdei Committee and Arts Commission for review, followed by a presentation
to the City Council for review and adoption at the September 8, 2015 City Council meeting.
