Conduct a public hearing and adopt a resolution self -certifying the City of Santa Clarita to be in conformance with the Congestion Management Program. 2. Direct staff to deliver the adopted resolution and the 2015 Congestion Management Program Local Development Report to the Los Angeles County Metropolitan Transportation Authority on or before September 1, 2015.. BACKGROUND The Congestion Management Program (CMP) is a state-niandated program to mitigate traffic congestion. The requirement for the CMP became effective with the passage ofProposition I I I in 1990. As the statc-mandatcd Congestion Management Agency for Los Angeles County, the Los Angeles County Metropolitan Transportation Authority (Metro) adopted the first CMP for Los Angeles County in 1992. Since then, Metro has updated and adopted several CMPs with its most recent adoption in 20 10. The CMP assists local agencies in linking land use decisions with impacts on the region's transportation system. The City of Santa Clarita (City) is required to participate in this program to receive Section 2105 state gas tax funds (approximately $1.2 million per year) and to remain eligible for other state and federal transportation funds. Consistent with the guidelines of California Government Code Section 65089, Metro requires the City Council adopt a resolution of self -certification for compliance with CMP requirements' through a public hearing. New development activity in the City between June 1, 2014, and May 31, 2015, includes 241 single-family units, 98 multifamily units, 22,110 square feet of commercial space, 84,170 square feet of lodging space, and 3,350 square feet of office space. Metro has been conducting a nexus study throughout the last several years to determine the feasibility of implementing a countywide mitigation fee to replace the existing "credit/debit" system to meet CMP Countywide Deficiency Plan requirements. While this study is underway, the requirement for maintaining a positive credit balance has been suspended. A public hearing notice was posted in The Signal newspaper on Tuesday, June 23, 2015. Following City Council action, City staff will send the adopted resolution and the 2015 CMP Local Development Report to Metro before the September 1, 2015, deadline. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT There is no fiscal impact by this action. CALIFORNIA, FINDING THE CITY TO BE IN CONFORMANCE WITH THE CONGESTION MANAGEMENT PROGRAM (CMP), AND ADOPTING THE CMP LOCAL DEVELOPMENT REPORT IN ACCORDANCE WITH CALIFORNIA GOVERNMENT CODE SECTION 65089 WHEREAS, the CMP statute requires the Los Angeles County Metropolitan Transportation Authority (Metro), acting as the Congestion Management Agency for Los Angeles County (County), to annually determine if the County and cities within the County are conforming to all CMP requirements; and WHEREAS, Metro requires submittal of the CMP Local Development Report by September I of each year; and WHEREAS, the City Counci I held a noticed public hearing on July 14, 2015. NOW, THEREFORE, the City Council of the City of Santa Clarita (City) does hereby resolve as follows: SECTION 1. The City has taken all of the following actions, and the City is in conformance with all ap'plicablc requirements of the 2010 CMP adopted by the Metro Board on October 28, 2010. a. ByJune 15, of odd -numbered years, the City will conduct annual traffic counts and calculated levels of service for selected arterial intersections, consistent with the requirements identified in the CMP Highway and Roadway System chapter. b. The City has locally adopted and continues to implement a Transportation Demand Management ordinance consistent with the minimum requirements identified in the CMP Transportation Demand Management chapter. C. The City has locally adopted and continues to implement a land use analysis program consistent with the minimum requirements identified in tile CMP I -and Use Analysis Program chapter. d. The City has adopted a CMP Local Development Report, attached hereto and made a part hereof, consistent with the requirements identified in the 2010 CMP. This report balances traffic congestion impacts due to growth within the City with transportation improvements and demonstrates the City is meeting its responsibilities under the CMP Countywide Deficiency Plan consistent with the Metro Board adopted 2014 Short Range Transportation Plan.
