HomeMy WebLinkAbout2015-01-27 - AGENDA REPORTS - COMM SVCS/ARTS GRANTS FY 14-15 (2)0 Agenda Item: 8 CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL: DATE: January 27, 2015 SUBJECT: COMMUNITY SERVICES AND ARTS GRANTS FOR FISCAL YEAR 2014-15 DEPARTMENT: Parks, Recreation and Community Services PRESENTER: Rick Gould RECOMMENDED ACTION City Council: 1. Approve Community Services and Arts Grants Committee's project recommendations for Fiscal Year 2014-15, in an amount not to exceed $90,000 for Community Services Grants and $54,120 for Arts Grants. 2. In a separate vote, per Council's adopted policy/process, approve Canyon Theatre Guild's Arts Grant, in an amount not to exceed $5,880. 3. Direct staff to execute agreements approved for funding. 4. Authorize City Manager, or designee, to sign all documents pursuant to City Attorney approval. For approximately 25 years, the City of Santa Clarita has provided funds for community organizations through the Community Services and Arts Grants program. Each year, a Grant Committee is assembled to determine funding categories, review and rate applications, and make final funding recommendations for community service projects and arts projects throughout Santa Clarita. With the adoption of the Fiscal Year 2014-15 budget, the City Council increased the budget for the Community Services and Arts Grants program from $120,000 to $150,000. The allocated amount for each grants program is $90,000 for Community Services and $60,000 for Arts. At the September 25, 2012 City Council meeting, the City Council approved a streamlined process and policy for the Community Services and Arts Grants program. Most importantly, ApPROVED l'aPacket Pg. 48 these changes reflected the compliance requirements under Government Code Sections 1090 and 1091 which deal with conflicts of interest in the contract -making process. Section 1090 provides that an officer or employee may not make a contract in which he or she has a financial interest. Section 1091 addresses various "remote interest" exceptions whereby a Councilmember or Commissioner is considered to have a "remote interest" if he or she serves on the executive board of a nonprofit corporation applying for grant funding. When a remote interest exists, the Commissioner and/or Councilmember must disclose the interest on the record before City Council takes action on the contract/grant and the individual cannot influence or attempt to influence another member of the City Council with regard to the award of the contract/grant. Finally, a Councilmember with a "remote interest" must refrain from participating in the discussion or voting concerning such organization, and a separate vote concerning any award to that organization will be conducted. Staffs recommendations for the Community Services and Arts Grants reflect this requirement. Community Services Grants This year's Grant Committee for the Community Services Grants included Mayor Marsha McLean, Councilmember Laurene Weste, Parks, Recreation, and Community Services Commission Chair Ruthann Levison, and City staff from the Finance Division, City Manager's Office, and Public Works Department. The Committee selected Community Benefit as the priority funding area for this year's grant program and chose to continue previous funding limits of $5,000 per grant award. Thirty (30) Community Service Grant applications were received, with grant requests totaling $144,504. This year's proposed grant program will fund twenty (20) Community Services Grant applications (see Attachment A for a list of proposed Community Services agencies and projects, including the funding recommendations from the Grant Committee). Arts Grants This year's Grant Committee for the Arts Grants included Mayor Marsha McLean, Councilmember Laurene Weste, Arts Commission Chair Gary Choppe, and City staff from the Finance Division, City Manager's Office, and Public Works Department. The Committee selected to continue with two categories for the Arts Grants program, City of Santa Clarita Presents and Community Arts. The City of Santa Clarita Presents category is for organizations who utilize the Santa Clarita Performing Arts Center at College of the Canyons for public artistic performances, and the Community Arts category is for organizations who provide programs and projects for the benefit of the Santa Clarita community. The Grant Committee also chose to continue previous funding limits of $7,500 per grant award. Twelve (12) Arts Grant applications were received, with five (5) applications for the City of Santa Clarita Presents category and seven (7) for the Community Arts category. The twelve (12) Arts Grant applications received a requested total of $84,851. This year's proposed grant program will fund nine (9) Arts Grant applications (see attachment A for a list of proposed arts agencies and projects, including the funding recommendations from the Grant Committee). As part of the City Council's process to select grant recipients, a combination of Committee Page 2 Packet Pg. 49 rankings and Committee discussions selected the final proposed recipients. Committee members felt it was important to recommend funding for as many proposals as possible and were able to fund several additional grants in both categories by distributing funds at a lower value than requested, ensuring a broader reach into the community. ALTERNATIVE ACTION 1. City Council decline Community Services and/or Arts Grant funding. 2. Other action as determined by City Council. FISCAL IMPACT Funds in the amount of $150,000 have been budgeted and are available for this purpose in Parks, Recreation, and Community Services Department expenditure account 15300-5171.001 for Community Services Grants and in expenditure account 15400-5171.001 for Arts Grants.
