HomeMy WebLinkAbout2015-06-09 - AGENDA REPORTS - GRANT LA COUNTY REGIONAL PARKS (2)0 Agenda Item: 4 CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL: `/��'/t /`ri/CLFi✓h/ DATE: June 9, 2015 SUBJECT: RESOLUTION AUTHORIZING SUBMITTAL OF A GRANT APPLICATION TO LOS ANGELES COUNTY REGIONAL PARKS AND OPEN SPACE DISTRICT FOR THE 2015 COMPETITIVE GRANT PROGRAM DEPARTMENT: Parks, Recreation and Community Services PRESENTER: Rick Gould RECOMMENDED ACTION City Council adopt a resolution authorizing the submittal of a Grant Application to the Los Angeles County Regional Parks and Open Space District for the 2015 Competitive Grant Program. BACKGROUND The Los Angeles County Regional Park and Open Space District (District) recently announced the availability of approximately $4.3 million for the restoration, rehabilitation, or acquisition of natural lands and the development of recreational resources along the Santa Clara, San Gabriel, and Los Angeles rivers or their tributaries. The funds are derived from the Safe Neighborhood Parks Proposition A of 1992 and 1996 and when awarded will exhaust the proposition's funds. In addition to providing opportunities for improved water quality, groundwater recharge and enhancement of wildlife along the County's rivers and streams, the grant funds are to develop new outdoor recreational facilities that enhance public use or appreciation for rivers and tributaries. The City's grant application will seek funding of between $450,000 and $500,000 for its proposed project on City -owned land. The grant guidelines strongly recommend that applicants provide up to 25 percent matching funds which would commit the City to an additional $125,000 at the time it enters into any grant agreement. Grant awards are expected to be announced fall 2015. I Packet Pg. 32 of the site using native vegetation, development of a system of walking paths connecting the site with the residential community to the north and commercial area to the south, and passive recreational amenities. if the City's application is selected to receive funds under this program, staff will be able to incorporate the proposed facilities into the design of the Canyon Country Community Center which is proposed in the Fiscal Year 2015-16 Capital Projects Budget. Safe Neighborhood Parks, Gang c) Prevention, Tree Planting, Senior and Youth Recreation, Beach and Wildlife Protection (the Propositions), which among other uses, provide funds to public agencies and nonprofit 0 w organizations in the County for the purpose of acquiring and/or development of facilities and p open space for public recreation; and a Z WHEREAS, the Propositions also created the Los Angeles County Regional Park and O P: Open Space District (the District) to administer said funds; and 0 WHEREAS, the District has set forth the necessary procedures governing application for LU grant funds under the Propositions; and WHEREAS, the District's procedures require the City of Santa Clarita to comply with; m and E WHEREAS, the City of Santa Clarita certifies, through this resolution, that the m rn application is approved for submissions to the District; and PP PP a` WHEREAS, the City of Santa Clarita will enter into an Agreement with the District to provide funds for acquisition and development projects; and O WHEREAS, the District's procedures require the adoption of a Youth Employment Plan a - for development projects by the governing body of the agency. a E NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve tj as follows: d v SECTION 1. Approves the filing of an application with the Los Angeles County Regional Park and Open Space District for Funds for the above project; and c SECTION 2. Certifies that the City of Santa Clarita understands the assurances and Lo certification in the application form; and N SECTION 3. Certifies that the City of Santa Clarita has, or will have, sufficient funds to operate and maintain the project in perpetuity; and o SECTION 4. Certifies that the City of Santa Clarita will sign and return, within 30 days, Y w both copies of the project agreement sent by the District for authorizing signature: and SECTION 5. Approves the inclusion of a Youth Employment Plan for the project; and Packet Pg. 34 SECTION 6. Appoints the City Manager or designee, to conduct all negotiations, and to execute and submit all documents including, but not limited to, applications, agreements, amendments, payment requests and so forth, which may be necessary for the completion of the aforementioned project. SECTION 7: The City Clerk shall certify to the adoption of this Resolution.
