Page I Packet Pg. 29 6. Authorize the City Manager, or designee, to execute all documents, subject to City Attorney approval. BACKGROUND Built in the late 1960's, the pool facilities at North Oaks Park and Valencia Glen Park periodically need refurbishing. Pools of this age have required previous renovations, including the removal and replacement of boilers, filter systems, and plumbing systems at both North Oaks and Valencia Glen Park pools. Staff identified several needed repairs at both locations, and a project budget of $184,000 was appropriated to the North Oaks and Valencia Glen Park Pool Renovations Project M0106. Staff procured a consultant at a cost of $19,000 to prepare the design and specifications, including removal and replacement of the plaster shell and ceramic tile work at both pools, and the removal and replacement of the tile gutters around the perimeter of the North Oaks Park Pool. This left a construction budget of $165,000. An invitation to bid for that project scope was published three times: February 8, February 11, and February 15, 2015, and was noticed on the City of Santa Clarita's (City) website. Plans and specifications were also sent to area plan rooms. Three bids were submitted to the City and opened by Purchasing on March 2, 2015. The complete bid results are shown below: Ranking Company Location Base Bid Amount 1. A.M.G.. Inc. Canyon Country, CA $184:694 2. California Commercial Pools, Inc. Glendora, CA $255,170 3. Condor, Inc. El Monte, CA $332,300 While the renovation project was out for public bid, staff noticed that the Valencia Glen Park Pool could not maintain its water level. This is indicative of a leak in either the pool or the plumbing system. Testing of the Valencia Glen Park Pool, conducted by a company specializing in leak detection, revealed that the pool's main drain is leaking and must be addressed. Staff recommends removal and replacement of the main drain plumbing underneath both the pool and the pool deck at Valencia Glen Park Pool be included in the renovation project. Staff has identified savings from other projects that could be transferred to the North Oaks and Valencia Glen Park Pool Renovations Project in order to fund the necessary repairs. Staff has verified that, pending approval of the budget transfers, the cost of the additional repairs at Valencia Glen Park Pool can be absorbed within the limits of the project's contingency. Staff further recommends the project be awarded to A.M.G., Inc., the lowest responsive bidder, in the amount of $184,694, plus additive alternates one and two in the amount of $7,950, and authorizes a contingency in the amount of $27,704, for a total contract amount not to exceed $220348. The total cost of the project, including the design and construction, is $239,348. The contractor possesses a valid state contractor's license and is in good standing with the Contractor State License Board. The contractor's bid was reviewed for accuracy and conformance to the contract documents and was found to be complete. The construction contingency requested would be used to complete the additional scope of repair work identified Page 2 I Packet Pg 30 at Valencia Glen Park Pool after this project had already gone out to bid and for any other unforeseen conditions. ALTERNATIVE ACTIONS Other action as approved by City Council. FISCAL IMPACT The total project cost including design and construction is $239,348. Approval of the requested budget transfers totaling $55,348, along with the existing budget of $184,000, will provide adequate funding for completion of the project.
