SUBJECT: PURCHASE OF A 2015 FORD CNG F-650 TRUCK WITH PB B-3
PATCH TRUCK UNIT AND A 2015 FORD F-650 CREW CAB AND
CHASSIS (CNG) PHENIX LIFTBED TRUCK

RECOMMENDED ACTION
City Council:
Approve the purchase of a 2015 Ford CNG F-650 with PB B-3 Patch Truck Unit from
Nixon -Egli Equipment Company using National Joint Powers Alliance (NJPA) contract
#1 13012-FRM in an amount not to exceed $203,893.22.
2. Approve the purchase of a 2015 Ford CNG F-650 Crew Cab and Chassis (CNG) Phenix
Liftbed Truck from National Auto Fleet Group using National Joint Powers Alliance
(NJPA) contract #102811 -NAF in an amount not to exceed $135,322.74.
3. Authorize the City Manager or designee to execute the contract and associated documents
subject to City Attorney approval.
BACKGROUND
The City Council authorized the replacement of both a patch truck and liftbed truck (or
`'stakebed" truck) for the Streets Division during the Fiscal Year 2014-2015 budget process. The
patch truck is used by the Streets Division to patch areas of asphalt within the City and the
liftbcd to transport materials throughout the City. Both the current patch truck and liftbed truck
are 13 years -old and meet the City's criteria for replacement of equipment older than 12 years.
Additionally, "Compressed Natural Gas" (CNG) tanks are certified for 15 years from the
manufactured date. By the time the new trucks are completed and able to be put into service, the
tanks will have reached the 15 year expiration date and no longer viable for use. Both trucks will
also be further beyond the City's vehicle replacement policy expiration of safe operational use at
that time.

New CNG tanks cost $30,000 each and added to the cost to maintain these trucks which has
steadily increased due to age, as well as replacement parts which are becoming more difficult to
procure, the investment of new tanks is determined not to be cost effective. Therefore, staff has
concluded that a 2015 Ford CNG F-650 Truck, with a PB B-3 Patch Truck Unit, will serve as an
equivalent replacement for the existing patch truck and a 2015 Ford CNG F-650 Crew Cab and
Chassis (CNG) Phenix Flatbed for the existing flatbed.
On July 11, 1995, the City Council approved the use of "piggyback" purchasing. This process
permits the City to place orders against a competitively awarded, existing public agency contract.
The National Joint Powers Alliance (NJPA) contract #113012-FRM was competitively solicited
and awarded on February 20, 2013, allowing the City of Santa Clarita to take advantage of an
existing competitive procurement process to purchase the new patch truck. Additionally, the
NJPA contract #102811 -NAF was competitively solicited and awarded on October 28, 2011,
allowing the City of Santa Clarita to take advantage of an existing competitive procurement
process for the liftbed truck.
There are no local vendors that provide this equipment on a cooperative purchase agreement.
After extensive research, staff finds the NJPA contracts through Nixon -Egli Equipment and the
National Auto Fleet Group provide the most competitive pricing and highest quality equipment
to the City thereby offering the best value on both items.
ALTERNATIVE ACTION
Other actions as determined by the City Council.
FISCAL IMPACT
Funds for both purchases were appropriated during the Fiscal Year 2014-2015 budget process in
account 14504-5201.003.
