Approve the Final Tract Map for Tract No. 66561. 2. Accept on behalf of the public, the offers of dedication of all sanitary sewers and appurtenant structures; the easements for public use and road purposes; the easements for flood control purposes.- the easements for covered storm drains, appurtenant structures, ingress and egress purposes; the easements for ingress and egress purposes; the right to restrict or prohibit the erection or construction of any buildings or structures within the restricted use areas; the right to restrict or prohibit any and all allowable uses within open space. 3. Make findings as follows: (a) this project is consistent with the provisions of Sections 66474 and 66474.1 of the Subdivision Map Act and should be approved, and (b) this proposed subdivision, together with the provisions for this design and improvement, is consistent with the General Plan required by Article 5 (commencing with Section 65300) ofChapter 3 of Division I of the Government Code. 4. Instruct the Deputy City Manager to endorse the Special Assessment Statement on the face of the Final Tract Map for Tract No. 66561 . which indicates all special assessments levied by the City of Santa Clarita are paid. 5. Instruct the City Clerk to endorse the City Clerk's Statement on the face of the Final Tract Map for Tract No. 66561, which embodies the approval of said map and the acceptance or the dedications shown thereon. Instruct the City Engineer to endorse the City Engineer's Statement on the face of the Final Tract Map for Tract No. 6656 1 , which provides for verification of substantial conformance with tile Tentative Tract Map and all provisions of local ordinances and state laws applicable at the time of approval. BACKGROUND Pursuant to Section 66474.1 ofthe Subdivision Map Act, a legislative body shall not deny approval of a final or parcel map if it was previously approved as a tentative tract map for the proposed subdivision and if it finds the final map is in substantial compliance with the previously approved tentative tract map. The Final Tract Map for Tract No. 6656 1, an exhibit of which is attached hereto, has been reviewed by staff and found to be in substantial conformance with the principles and standards required by the Unified Development Code and State Subdivision Map Act. It was approved as a tentative tract map by the Los Angeles County Department of Regional Planning on December 7, 2008. The owner at that time, Phantom Terrace Associates, entered into a pre- annexation agreement with the City of Santa Clarita (City) on April 5, �012. The Planning Commission approved a development review of the project, includ.ing site architecture and setbacks, on February 7. 2015. The Final Tract Map consists of approximately 82.23 acres and is located at the extension of Phantom Trail, north of Copper Hill Drive near Haskell Canyon Road, in Saugus. The map consists of 35 lots and allows for 29 residential units. At this time, all parcels are vacant. The Final Tract Map was reviewed to the satisfaction of the City Engineer and found to be in substantial conformance with the previously approved tentative tract map. The conditions of approval were also met, and fees have been and/or will be paid as indicated on the attached Fact Sheet. Bridge and Thoroughfare Fee(s) are required to be paid prior to issuance of building permits. Therefore, the Final Tract Map is ready for City Council approval and acceptance of the dedications. ALTERNATIVE ACTION Staff has not identified alternative actions that would conform to requirements set forth in the Subdivision Map Act. FISCAL IMPACT The public streets shown on the Final Tract Map for Tract No. 66561 will be dedicated to the City. The maintenance of these streets will have minimal impact on the City's street maintenance budget. The developer shall pay applicable Bridge and Thoroughfare Fees, Transit Fees, and Quimby Fees prior to issuance of building permits. Streets: This map is creating three new public streets (Phantom Trail, Lucas Court, and Wyatt Court) B&T Fees: The developer shall pay the applicable Bridge and Thoroughfare (B&T) Fee(s) prior to issuance of building permits. Transit Fees: The developer shall pay the applicable Transit Mitigation Fee(s) prior to issuance of building permits. Quimby Fees: The developer shall pay the applicable Quimby Fee(s) prior to issuance of buildingpennits. School Fees: All applicable school fees will be paid prior to issuance of building permits.
