SUBJECT: AUTHORIZE THE PURCHASE OF BIGBELLY SOLAR DUO
RECYCLING UNITS AND APPROPRIATE GRANT FUNDS

RECOMMENDED ACTION
City Council:
1. Approve the purchase of 18 BigBelly Solar Duo Recycling Units using designated
Department of Resources Recycling and Recovery grant funds.
2. Appropriate $179,929 from Fund 259 Miscellaneous Grants fund balance to Beverage
Container Recycling Grant Expenditure Account 14604-5201.002.
3. Authorize the City Manager or designee to execute all contracts and associated documents
upon the appropriation of funds by the City Council in the annual budget for such fiscal year,
and execute all documents subject to City Attorney approval.
BACKGROUND
Each year, the City of Santa Clarita (City) applies for grant funding through the California
Department of Resources Recycling and Recovery (CalRecycle) City/County Payment Program.
The funds are awarded to jurisdictions with the goal of implementing recycling programs aimed
to increase the collection of beverage containers in public locations.
Through various funds, including CalRecycle's program, the City has previously purchased and
installed 47 BigBelly recycling units in various parks, libraries, Metrolink stations, and other
high traffic locations throughout the City. What makes these recycling containers unique is their
solar -powered compaction process and wireless alert capabilities. Specifically, BigBelly
recycling containers will automatically notify staff when the unit is full and requires service.
This reduces staff time and fuel to service partially filled containers.

Staff is proposing the purchase of 18 additional BigBelly units in the total amount of $179,929.
These new units will be installed at some of the City's busier bus stops to maximize the capture
of recyclable beverage containers and to contain waste.
Since their introduction, the BigBelly units have helped to collect more than 3,000 pounds of
aluminum, plastic, and glass beverage containers, while preventing scavenging through a design
that secures the receptacle. The smart technology feature of the units will alert the contractor
maintaining the bus stops when the unit needs service, reducing the unsightly appearance of
overfilled waste receptacles.
These BigBelly units showcase the City's commitment to sustainable and innovative recycling
efforts. The proposed expansion of this program will give more residents and transit users the
ability to recycle their beverage containers faster and easier. Additionally, this action is
consistent with Santa Clarita's 2020 Strategic Plan to proactively address the State -required
increase in solid waste diversion to 75 percent by diverting beverage container waste from
landfills.
Finally, this procurement process is consistent with the City's sole -source policy due to the
unique specifications of these recycling devices and has been approved by the State of
California.

FISCAL IMPACT
The total cost to purchase 18 BigBelly Solar Duo Recycling Units and the purchase and
installation of graphic vinyl wraps is $179,929. Upon City Council approval of this item, the
necessary funds to complete this transaction will be appropriated from Fund 259 Miscellaneous
Grants fund balance to Beverage Container Recycling Grant Expenditure Account 14604-
5201.002.
