HomeMy WebLinkAbout2016-04-12 - AGENDA REPORTS - CALRECYCLE PROG GRANTS (2)Agenda Item: 4 CITY OF SANTA CLARITA AGENDA REPORT CONSENT CALENDAR CITY MANAGER APPROVAL: fill DATE: April 12, 2016 SUBJECT: RESOLUTION AUTHORIZING THE SUBMITTAL OF THE CALIFORNIA DEPARTMENT OF RESOURCES RECYCLING AND RECOVERY (CALRECYCLE) CITY/COUNTY PAYMENT PROGRAM GRANTS DEPARTMENT: Public Works PRESENTER: Travis Lange RECOMMENDED ACTION City Council adopt a resolution to appoint the City Manager or designee as the approved signature authority for submitting California Department of Resources Recycling and Recovery (CalRecycle) City/County Payment Program applications and execute all other documents, subject to City Attorney approval, and to remain in effect until rescinded. BACKGROUND Each year, the City of Santa Clarita (City) applies for grant funding through the California Department of Resources Recycling and Recovery City/County Payment Program (CalRecycle Payment Program) for the collection of recyclable beverage containers, used motor oil, and used oil filters. On average, the City has received approximately $48,000 for beverage recycling and is approved for approximately $58,000 towards used motor oil recycling. To date, the CalRecycle Payment Program funds have assisted the City in purchasing 53 BigBelly solar trash compactors that facilitated the collection of more than 3,000 pounds of used bottles and cans. Previously, funds have been used to implement the City's Used Oil Collection Program that has successfully recycled 28,005 gallons of used motor oil and 169 used oil filters through the City's 31 certified collection sites. This program aids the City in fulfilling the goals of the Santa Clarita 2020, the City's five-year strategic plan, including achieving the state goal of increasing solid waste diversion to 75 percent Page 1 Packet Pg. 20 and implementing the Stormwater Enhanced Watershed Management Plan. The proper collection of used motor oil helps protect water quality and maintain compliance with the National Pollutant Discharge Elimination System permit. Procedures for administering the Calrecycle Payment Program requires an applicant's governing body to pass a resolution authorizing submittal of grant applications. The adoption of this resolution by the City Council provides the City Manager or designee the authorization to execute all documents necessary to submit CalRecycle Payment Program applications and secure payment for grants, including the Beverage Container Recycling City/County Payment Program and the Used Oil Payment Program. ALTERNATIVE ACTION Other action as determined by the City Council. FISCAL IMPACT There is no fiscal impact from this action. ATTACHMENTS CalRecycle Resolution Page 2 Packet Pg. 21 RESOLUTION NO. 16 - RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SANTA CLARITA, CALIFORNIA, APPROVING THE CITY MANAGER OR DESIGNEE AUTHORIZATION TO SUBMIT APPLICATIONS FOR CALRECYCLE CITY/COUNTY PAYMENT PROGRAM WHEREAS, pursuant to Public Resources Code section 48000 et seq. the Department of Resources Recycling and Recovery (CalRecycle) has established various payment programs to make payments to qualifying jurisdictions; and WHEREAS, in furtherance of this authority, CalRecycle is required to establish procedures governing the administration of the payment programs; and WHEREAS, CalRecycle's procedures for administering payment programs require, among other things, an applicant's governing body to declare by resolution certain authorizations related to the administration of the payment program. NOW, THEREFORE, the City Council of the City of Santa Clarita does hereby resolve as follows: SECTION 1. The City of Santa Clarita is authorized to submit an application to CalRecycle for any and all payment programs offered. SECTION 2. The City Manager, or his/her designee, is hereby authorized as Signature Authority to execute all documents necessary to implement and secure payment. SECTION 3. This authorization is effective until rescinded. SECTION 4. The City Clerk shall certify to the adoption of this Resolution. PASSED, APPROVED, AND ADOPTED this 12th day of April 2016.
