BACKGROUND On December 22, 2005 the Downtown Newhall Specific Plan (The Plan) was adopted by the City Council. The Plan outlined a carefully thought out development scheme and Code for the revitalization of Old Town Newhall. The Plan included a draft implementation schedule and one of the first items identified to change the character of Downtown Newhall was the reconfiguration of traffic flow through the area. This project accomplishes that goal while setting the stage for the next major phases of implementation. When completed traffic through Downtown Newhall will be substantially calmer, additional parking spaces will be available for merchants doing business on (the portion of San Fernando Road that will become) "Main Street," and events in Newhall requiring street closures will be much easier to manage. FISCAL ITAPACT Funds for this project and others were previously identified in the 2006/2007 budget process, this resolution is required specifically by State Law for each Capital project prior to expending said funds.
